Recidivism

This is a pretty staggering statistic:

In this country, 54 percent of former inmates re-offend and wind up back in prison. Of those who opt for education while in prison, however, only about 15 percent come back, Haines said.

Recidivism is a sad statistic and it's good to see dedicated people like Mr. Haines make a difference. Although slow in coming, educational and rehabilitive programs for inmates are absolutely essential to help change lives of those who have been virtually ignored by John Q. Public.
The "prison ship" mentality of long ago when prisoners were loaded on ships and sent off to drift has to end. Don't get me wrong, there are inmates that will never be helped. But those who really want to change their lives should be given the opportunity.
